What if energy were a common good? The presidents of the co-organizing territories of the Assises and ADEME will engage in a discussion around this central theme, which resonates strongly in today’s chaotic international context. They will share their political vision of the concept, explore its benefits and limitations, and illustrate it with political projects led by the territories.

Ten years ago, the Energy Union was established so that “European Union consumers (households and businesses) could have access to secure, sustainable, competitive, and affordable energy.” What assessment can we make ten years on? How are strategic decisions made regarding supply, security, and sustainability? Experts from various backgrounds will debate the effectiveness of European energy governance and the (r)evolutions needed to make energy a common good.

"Making energy a common good at the European level requires pooling energy potentials, strengthening connections between infrastructures, and creating the conditions for cooperation. An overview of various cross-border energy cooperation projects will shed light on the challenges and key success factors – human, political, technical, and financial. Local authorities and national energy operators will share enlightening and inspiring testimonies. Finally, Denmark, the country of honour for this edition, will present the operational means it has implemented to develop energy cooperation with several European Union member states."

Created under the Renewable Energy Acceleration Act, the Observatory for Renewable Energy and Biodiversity was launched in April 2024. Come and discover this new tool, its objectives, and its first findings. Experts from institutional, non-profit, and private sectors will exchange views on ways to protect and reconcile these two shared assets. Concrete examples of solutions will illustrate the discussions, with a particular focus on the hydropower and wind energy sectors.

Local authorities are on the front lines of accelerating the energy transition in key sectors such as mobility, spatial planning, and building energy renovation. Achieving carbon neutrality in France requires additional funding for these strategic areas. As part of the release of the report “Local Climate Financing Plans”, led by the Institute for Climate Economics (I4CE) and Bordeaux Métropole, in collaboration with around ten pilot local governments – including the City and Eurometropolis of Strasbourg – this round table will share the main findings on potential financing levers, and draw inspiration from public policies in other European countries.

Geothermal energy currently represents around 1% of the heat produced from renewable sources in France. The potential for deep geothermal remains significant but largely underexploited. This session offers real inspiration to understand the principles and challenges of harnessing this underground resource, through various examples from the Upper Rhine region, on both sides of the border.

Embark on an inspiring day trip through the Ortenau region and discover innovative solutions for local and sustainable energy. On the agenda for this bus excursion: a visit to the Langenhard wind farm (Lahr), a solar panel-equipped noise barrier built by a citizens’ collective (Elgersweier), and the largest solar thermal heating plant in southern Baden (Ettenheim). This excursion will be an opportunity to exchange with experts, discover best practices, and build connections for future cross-border projects. Essential for the safety and comfort of residents in public spaces, lighting must nevertheless incorporate the challenges of ecological transition and energy efficiency. As a winner of the Lum'ACTE program, Territoire d'Énergie Flandre, with the support of the Flandre Dunkerque Urban Planning Agency and two other energy syndicates (Cambrésis and Oise), developed a Master Plan for Lighting Development. Our workshop aims to define and explore the objectives of such a tool and to explain the process from the initial assessment to the final recommendations. In our session, we will address: The methodology, including several phases of consultation with specialists in mobility, biodiversity, and lighting, as well as elected officials from various municipalities, and user associations representing people with reduced mobility. The key challenges identified in the design of lighting developments, addressing concerns such as energy efficiency, the impact of lighting on human health and biodiversity, and the safety and comfort of travel. The recommended lighting principles depending on the characteristics of urban and rural areas. We invite you to discover this approach, developed through the complementary expertise of energy syndicates and an urban planning agency, which will be of interest to all stakeholders involved in the design and management of public spaces and mobility infrastructures.

Local authorities, as pioneers, have invested in the decarbonisation of transport: by operating charging station networks for light transport, and by developing hydrogen and BioNGV sectors for heavy transport. The latter solution has quickly reached economic viability, allowing local authorities to support it confidently today. The implemented BioNGV sector not only enables the effective decarbonisation of heavy transport (coaches, buses, garbage trucks, freight trucks, construction vehicles, agricultural tractors, handling equipment), but also helps to harness locally produced energy, moving toward the energy independence of a territory. This workshop will cover methanisation, refueling stations, supply contracts, as well as air quality and life cycle analysis. European regulations will also be discussed, especially one that, in its current form, could slow down the development of this promising sector.

"European Energy Agencies in EnR are at the forefront of Europe’s drive to improve energy efficiency, increase renewables and mitigate climate change. Together, EnR agencies act as a bridge between national activities and EU and relevant international bodies. Local climate action is critical to ensure that emissions’ targets are met and the EU’s Fit for 55 goal of reducing net GHG emissions by at least 55% by 2030 is achieved. EnR agencies’ countries recognize the role for local climate action in keeping the Paris Agreement goals alive, achieving the 2050 climate neutrality target and, hopefully anticipating it. EnR agencies are natural drivers of local climate action as they connect the national energy efficiency planning and international collaboration to the projects and initiatives at a regional and local level, assisting Local and Regional Authorities (LRAs) at different levels. Several EnR agencies have specific responsibilities in the support for LRAs in climate action planning, providing information, tools, training and gathering data and indicators to monitor progress. In the proposed session, the European Enery Network, EnR, will present a report on current status of local climate action in EnR countries, and discuss with participants the type of actions that national energy agencies can promote to facilitate local climate ction, from tools to training and capacity building, and integration and multilevel dialogue to align european, national and local policy. "

Sector coupling is essential to fully harness the potential of renewable energy and decarbonize our economies. However, its benefits are often underestimated, and its role may be overlooked in energy transition strategies. This workshop will explore the holistic approach implemented in Denmark and how sector coupling supports the integration of renewable energy and enhances the overall efficiency of the energy system. Using the Danish example of the joint development of wind power and district heating networks, participants will be invited to discuss both the challenges to overcome and the opportunities to seize in order to accelerate the deployment of mature sector coupling projects.

Decarbonising industrial activities in the regions is a key challenge for the next ten years. Today, 70% of the industry's greenhouse gas emissions are linked to the combustion of natural gas and coal. For non-electrifiable processes, hydrogen is a relevant solution that helps reduce emissions, strengthens energy security, and improves industrial resilience. Beyond individual industrial approaches, hydrogen development fits into a broader territorial project logic: pooling of uses, optimisation of power grids, decarbonisation of an industrial basin, and building robust local ecosystems. Securing certain key industrial uses, such as asphalt production, is strategic because it directly affects local authorities through public procurement. In Germany, cities are developing municipal heat plans that outline what a climate-neutral heat supply could look like in the (near) future. From Sufficiency to the Development of Renewable Energies: The Citizen Takes Center Stage! From the first citizen-led initiatives to the structuring of networks and energy communities, inspiring testimonies will highlight the growing role of citizens in European energy sovereignty. Associative, public, and private actors will discuss the challenges and key success factors of their energy cooperations on the ground, both in France and across Europe.

From energy production projects to national and European energy directions: How are citizens involved in energy decisions? Should their involvement be increased or improved? Answers to these questions will be provided through cross-perspectives from representatives of French, Swiss, and German local authorities engaged in citizen mobilization: successful initiatives, best practices in participatory democracy, and pitfalls to avoid.

In 2025, how can we achieve a guaranteed right of access to energy for every citizen? In the context of resource sharing, what could this guaranteed minimum be, and what duty of energy sobriety would it imply? The “Clever” scenario, supported by 26 European partners, proposes a trajectory for European energy transition, showing the importance and feasibility of a significant reduction in energy demand. We will explore with our experts the challenges of energy sobriety, for an increasingly fair and sustainable energy transition.

Many voices are warning us about the inequalities faced due to climate change; in particular, women are more exposed than men to the impacts and consequences of climate disruption. Yet, they remain largely underrepresented in energy transition jobs and leadership positions in these sectors. Around the table, our experts will highlight these issues and the action levers for an integrated approach to the transition, reducing inequalities and combating stereotypes.

Construction of energy prices, flexibility, energy markets – this session will provide you with all the keys to understanding this complex world. The experts gathered for this roundtable will discuss the feasibility of energy price equalization in Europe. Is it possible? Desirable? Or, on the contrary, would it undermine efforts for efficiency and sobriety? A technical and operational roundtable, resonating with discussions on European energy governance and access to energy for all.

Increasingly present, despite colossal energy and ecological impacts, what does artificial intelligence bring to the energy transition? Are we aware of the ongoing and upcoming transformations, and will we be able to seize them for a sustainable energy transition? Faced with this profound duality, our experts will shed light on the energy, carbon, and environmental challenges of artificial intelligence, to make informed choices—if such choices are still possible.

France and Germany share the goal of achieving net zero land artificialisation (ZAN) by 2050. Both countries acknowledge the challenge posed by excessive land sealing and are seeking suitable solutions. However, their approaches differ due to different state structures (centralisation in France vs. federalism in Germany) and distinct priorities in land management. This workshop will offer a Franco-German perspective on land use policy. It will briefly present the legislative contexts in both countries and will highlight Germany's proactive policy against soil artificialisation, integrated into its climate protection and climate adaptation strategies. It will also focus on feedback from the implementation of the "sponge city" concept, which is widely adopted in German cities. The workshop will adopt a participatory format, encouraging exchange between speakers and participants, in order to foster a rich and collaborative discussion.

Value-sharing funds aim to redistribute a share of the profits from renewable energy (RE) projects to support biodiversity and local communities. This workshop will explore their potential to enhance the attractiveness of RE by embedding them in local dynamics and drawing inspiration from similar European initiatives. Workshop Agenda (1h30): Introduction ? Presentation of value-sharing funds and their role in balancing energy transition with biodiversity protection, with insights from European approaches. Identifying Local Challenges ? In groups, participants will analyse obstacles and opportunities from the perspectives of different stakeholders (elected officials, citizens, associations, developers, etc.). Co-designing Solutions ? Joint development of project sheets detailing fund allocation, governance, types of supported initiatives, and their impact on RE desirability. Feedback and Synthesis ? Hydrogen is increasingly gaining attention as an energy carrier for a future decarbonized energy supply. In this workshop, the hydrogen potential and demand in the border region of France, Switzerland, and Germany will first be presented. This will be followed by a guided and interactive session where participants will assess and evaluate hydrogen needs by region and sector, and share their views on the scale-up of the hydrogen economy. During this workshop you gain and discuss insights about CO2-pricing and how you can use this concept to decrease CO2-emissions. The workshops will start with an explaination of the concept, after which an interactive exchange will take place. The energy renovation of buildings is a central issue in the fight against climate change. This concept requires significant human and financial resources (public and/or private subsidies), which can be partially or entirely wasted if climate risks are not considered upstream. For example, recently installed insulation or a heat pump in a basement can be destroyed by flooding. How can we integrate climate risks into building renovation support? And how can we train craftsmen on this topic? Why isn?t energy consumption in the residential sector decreasing, despite more efficient heating systems, higher-performing new buildings, and major renovation efforts? One often overlooked factor is the increase in the average living space per person in Europe. Trends such as population ageing, a rise in single-person households, and the growing number of vacant homes and second residences contribute to this pattern. Yet, effective policies to counteract it are still lacking. This workshop invites participants to explore local solutions already implemented by certain French and German municipalities to optimize the use of the housing stock. Local home exchange schemes, grants for buying older housing, vacant home taxes, innovative architecture, and reconfiguration of housing units ? these initiatives generate significant co-benefits, such as creating affordable housing without additional land consumption. However, they remain isolated and face many obstacles. How could their impact be scaled up? Organized by the Forum for the Franco-German Future, the workshop will be introduced by German architect Arne Steffen, who specializes in real estate sufficiency in Germany.

The development of low-tech in a given region is above all a matter of knowledge sharing. We will look at how two regions with different cultural contexts have developed communities of practice in this field. In Bistrita, Romania, local communities collectively learn and repair abandoned historical buildings using simple tools and techniques that everyone can learn and apply. This initiative is part of the Bistrita-N?s?ud Ambulance for Monuments project, hosted by the Petrus Italus Trust (PIT) ? Bistri?a Heritage Organization. PIT was established in 2021 to bring architectural heritage back to the heart of communities. In Lorient, France, a low-tech community is organizing itself and implementing a programme to promote low-tech development. This community, just one year old, organized a Low-tech Tour in June 2024 ? a one-week cycling trip open to all, exploring low-tech solutions available in the Lorient area. These two regions are part of the Interreg Europe FEEL project, which focuses on low-tech and sufficiency.

The Interreg VI Upper Rhine project Atmo-Rhena PLUS aims to establish an air-climate-energy observatory for the region (including the monitoring of cross-border indicators) and to provide decision-making support. During this workshop, French, German, and possibly Swiss partners will share their experiences in a roundtable discussion about this complex work: how can we build a strategy based on emulation and merge heterogeneous data to serve a shared cross-border vision?

The Upper Rhine is a cross-border region spanning France, Germany, and Switzerland. Physically, it forms a basin of population, employment, and industry, running from south to north along the Rhine River. The area has significant energy potential — deep geothermal energy, methanization, and wind power — which sometimes faces public acceptance issues in all three countries. These resources must be coordinated with the shared regimes and uses of the Rhine, such as hydropower, cross-border community solar installations, and heat networks crossing the river. These cross-border potentials complement national potentials. To implement projects while pooling and leveraging resources — particularly through European funding — the Trinational Metropolitan Region of the Upper Rhine has developed, together with the Upper Rhine Conference, a “Climate and Energy Strategy” that outlines a list of synergy projects aligned with national energy strategies. Discover the Bruchsal Geothermal Power Plant, the first in Baden-Württemberg. Deep hot water powers a special process in the power plant that generates electricity and heat. This facility, operated by EnBW and Stadtwerke Bruchsal, combines geothermal exploitation with environmentally friendly lithium extraction. With a concentration of up to 210 mg per liter of geothermal water, the Rhine Rift offers strong potential for lithium production without the use of fossil fuels.
